Starlink Devices Smuggled into Manipur to Bypass Government Internet Shutdowns
In the conflict-ridden state of Manipur, India, the satellite internet service Starlink, operated by SpaceX, is reportedly being used by both civilians and militant groups to bypass government-imposed internet shutdowns. Despite being unlicensed for operation in India due to security concerns, sources indicate that the technology is functioning effectively in areas close to the Myanmar border.
Since May 2023, Manipur has been engulfed in violent clashes primarily between the majority Meitei population and the minority Kuki community, leading to over 250 fatalities. In an attempt to control the unrest, authorities have frequently shut down internet access, sometimes for extended periods.
Recent reports confirm that individuals and groups are using smuggled Starlink devices to maintain internet connectivity during these outages. A member of the Meitei separatist group, the People’s Liberation Army of Manipur, acknowledged that the group had utilized the satellite service to access the internet when local connections were cut. Additionally, testimonies from civilians have revealed instances of Starlink devices being used during wedding celebrations, providing internet access during government shutdowns.
The Indian government has been cautious about Starlink's entry into the country, given ongoing concerns about national security and the use of satellite internet to circumvent regulations. Although the government has acknowledged that Starlink is in the process of seeking necessary permissions to operate in India, the controversy around its current use in Manipur raises questions about the efficacy of such regulatory frameworks.
As tensions continue in the region, the situation remains complex, with no clear path to restoring order or addressing the underlying ethnic divisions.
