SpaceX's Starlink Devices Allegedly Smuggled into Manipur Amid Internet Shutdowns

Starlink, the satellite internet service operated by Elon Musk's SpaceX, is reportedly being used by militant groups and civilians in the conflict-ridden Indian state of Manipur as a means to bypass government-imposed internet shutdowns. This information comes as the region, embroiled in ethnic violence since May 2023, sees ongoing instability and repeated internet blackouts.

The area has experienced significant turmoil between the majority Meitei and minority Kuki populations, resulting in over 250 deaths and the formation of armed groups on both sides. Facing challenges in restoring order, authorities have resorted to cutting off all internet services for prolonged periods as a method of control.

Despite Starlink being unlicensed for operation in India due to security concerns, some sources reveal that the satellite internet technology is functioning in parts of Manipur. Armed groups reportedly discovered that Starlink devices, smuggled from Myanmar—where the service is permitted—could be used effectively within Indian borders, allowing them to maintain internet access during outages.

Officials from security agencies have acknowledged that these devices have been utilized by both militants and civilians during times when all traditional internet services have been disabled. Local testimonies confirm sightings of Starlink devices being used successfully despite the official internet bans.

While the Indian government has initiated discussions to license Starlink for operational use in the country, concerns linger regarding its potential to facilitate unchecked communication for groups during unrest, raising security alarms.

Despite renewed interest from Musk to introduce Starlink in India, experts caution against the risks it might pose, considering India's previous record of internet shutdowns, the highest in the world over the past seven years.
